you can chwek it by yourself.

the site doesn't provide any content and you can not add a site over there, so....what is that site ?

it's a pretty fake stuff, as long as they have PR5 and they don't provide ANYTHING ....i am starting to show some question marks over here

If it really is a "link farm" than google at some point will find out on its own and will "downgrade" your competitor rankings.

Reporting a site to google is EXTREMELY LAME! If he is outranking you he is probably doing 1000 things better in SEO than you are, get back to work and keep on building quality backlinks and if "your competitor" is doing anything wrong you'll outrank him soon...

Mere doubts should not be entertained if websites rank higher than yours.. You should have enough proof to totally convince you that that website is indeed cheating the results.. I believe that Google has clever people behind it so it can easily detect those ones that are improperly behaving..

I would't leave it, but i think there is nothing much to do, just to hope google will find it at some point and do what they should did long time ago:eek:

Would be easiest if you actually provided the link to someone in PM so they can check and verify for you whether or not it's a linkfarm.

the problem is that some subdomains of this domain like iasi.ebul.ro and many others have backlinks in wkipedia which make me think something stinks in here, because they don't have ANY content and the site is actually just displaying links.

dunno, but something is wrong, i can't hardly wait for Google's impression about it .:p

If he's created a link-farm that is paper-trailing him back to the origin of the main site, then yes it's a blackhat method. Only thing you can do is report it to google, and wait 3-6 months for a single reply. Usually they don't reply, they use a penalty system that may hurt your friend.

I look at it as reporting someone who just robbed a liquor store or raped somebody to the police. As site owners and SEOs, we have a responsibility to look after the other members of the community. It's not just neighborly, but its also good business (bump a client's competitor and watch your client's ranking improve as SOMETHING has to fill the gap).

But alas... what if they offer the same quality product... that's why I cant look at it that way if it is just another option for the consumer. Thats just how business goes, you have competition and you have to deal with it... I thrive in it. Some people don't.
