    First of all you are going to want an editor to go over both sites to fix the content. Google won't rank content that isn't in decent English.

    Link building is your second step. As far as PR goes, don't worry about it. As you build content and traffic to your site, your PR will naturally go up.

    I think google is updating pageranks and backlinks on a daily basis now. I've been noticing some of my newer sites getting higher in the SERPS and backlinks increasing. I'm sure they'll still have a 'major' database-wide PR update like they have been doing, every 3 or so months.

    I doubt your PR increase would be due to the way your URL's are set out, but rather the inbound PR of your links.

    I have been having wacky PR on sites, yes, changing week to week, in toolbar. Have they opened the update gateway to the toobar. I've always heard that PR is updated constantly behind the scenes, but toolbar only shows a change every so often.... But, lately toolbar is constant flip flop for me. Same.

    I have a PR3 blog "Internet Heaven" but when I checked my PR today, I found that my blog was penalized by Google to PR0. I think this is because of I'm selling text link Ads. Is there any good ways to get my rank back?

    Yes, probably it is because of selling links, Google penalize that. Check your positions on Google Search, my website was in the "sandbox" for several months I think, PR is not so much important, only for link sales and to get little better position on Google SE.
