it depends on various things to improve your CTR like ad placing, color of the links etc.. Let me know your website to guide you better.
Making a strategic ad placement will help a lot. The ads should be placed in a location (usually in the center or sidebar) where visitors will have a bigger chance of clicking on them. Experiment on it.
as for these past month. i have also experience a decrease in adsense earnings. about 40%.. that is very sad.. but what i did is promote my website more to earn it back,.. and i have also remove some ads on my site to avoid smart pricing..
I agree traffic is the king IMHO. I used to have good content in majority of my websites but it wasn't until I started getting good traffic when my earnings started to increase.
Regardless of how much better your ad placement becomes, it is easier to increase your income by increasing your traffic. Even if you 100% optimize your ad placement (impossible), if you don't have visitors to your site, you cannot expect to have people clicking your ads!
Smart pricing have big impact to our blog, to avoid this you must set your ads filter. So, only visitor from the premium country (USA and Canada) will see the ads.

If you are suffering traffic try some revenue sharing programs. Try Hubpages (in my signature) it drives well traffic on articles published.
