It's not just "quantity" of links. For new sites "quality" is worth much more. 5 Articles to the top 20 directories with anchor text and you will get at least a PR1. Make sure you bookmark your Ezinearticles submissions using Onlywire. Can take up to 90 days before your links gets picked up, but as long as you use some quick and easy bookmarking the links can get picked up real quickly. I use Dookmarking Demon simply because it's fully automated.
Maybe not so much for ranking in Google, but both Yahoo and MSN love directory links. Directory links ARE effective in Google over time. Worth getting, but should not be your main source of links.
btw good way is to buy some website with pr that is not expensive. I did several times like that for SEP purposes.

PR and traffic are not related. Forget about PR and do something to make people want to visit your site.
PR is mainly depends on the backlinks and the quality of the contents of the page. Build backlinks and add original content.
Do interlinking in your website and do submit website is do follow social media websites. But i would agree with webmaster SearchBliss try to focus more on SERP than PR as its been seen now a days that 0, 1, 2 or 3 PR websites are been ranked above than 6, 7, 8. And once you would be there for your keywords other websites would come to you on your own for link building. So just don't worry and try more on content and traffic and your targeted audience cause in the end you want your clients not Google.
