Netspend provides a USA bank account+ Visa card
Fastspring is a payout system like 2co, they also provide payoner card. In FS we can create buttons and handle a nice system. That's why I like FS.

    Good luck

2 Checkout is not a merchant account. Its a 3rd party payment processor. Every merchant account provide require a US bank account and SSN not to mention any credit score under 550 you get rejected.

Yes there is high risk merchant accounts. I would say, Freeauthnet.com or Merchantplus.com.

When I contacted Payoneer a while back they said they didn't offer virtual bank accounts. I'll try again but, this isn't good to hear that they don't work with PayPal. Can you link your Payoneer card to the bank account and use it like a debit card and withdraw from ATM's?
