Why did you trust someone you did not know personally? I really feel for you, but there's nothing else you can do but charge it to experience.
Well first off if you contact PP about this they will ban your ass for violation of ToS. It might take a while for the transfer to go through, the receiver might have broken a leg or whatever. Take this as lesson learned, if you had transfered it to his paypal account then you could have done something about it. I would say your only course of action could be that you could contact them and say your account was hacked, but chances are, they will check the IP logs (or maybe not, Paypal security leaves a hell of a lot to be desired)
How long has it been since you've withdrawn it to his account? It could take for up to 4-7 business days until the transfer is completed.
threaten him that you will write his personal information on public so any body search about his name in google will find that he is a big scammer

Contact paypal by phone and claim unauthorized withdraw. If his bank account has enough fund paypal will able to recover it.
