This technique is common especially to MFA sites/blog.

 

Usually SEO techniques are of two types whitehat(ethical way) and blackhat(unethical way). cloaking is a blackhat SEO technique in which the ip is analysed. if the ip is of crawler it wud be redirected to highly optimized page which is "not userfriendly" and if ip is of user it is redirected to "user friendly" page.google is strictly against this technique.

 

You should have to avoid Cloaking. Because its not a ethical way to do SEO. You have follow ethical techniques. Which have a long impact.
