    I was quit happy - 221 Backlinks

    But than:

    Domains: 51
    IPs: 43

    and than

    ONLY 18 dofollow

It is getting harder and harder to get good backlinks

Yes, It is not easy to get good backlinks due to excess of spammers....
I am sure google still loves "NOFOLLOW", It is counted as a backlink but the PR of the page is not passed as per MATT CUTT. So, no need to worry. However, Google gives more points for DOFOLLOW than NOFOLLOW.... :p

So if a no-follow link only blocks the 'PR link juice' what effect does it have to the SERP of one's page?

Yep! These days people are kind of reluctant in giving away links. Maybe because they know they can get paid for it. But, in any case, a quality site gets noticed sooner or later.

To get PR2.. the min time consume 1.5 months and max 2.5 months. depend on backlinks. You have to get back links on high PR website average 200 links. :)

You can get a PR2 with just a half dozen good links from PR4 or above sites.

There is no hard and fast rule. Mostly depends on quality of links, site content, on page optimization etc etc.

    I agree,
But Don't worry start doing hard work for Social Book Marking, because 80%SBM sites are dofollows.

    So start doing SBM Submissions....

It takes time to get backlinks, you can try submitting it to social bookmarking sites, they are do-follow.

Do these, but don't rely completely on social bookmarking. There are many ways for building do-follow links.
