What would be the percentage of Off/On page optimization we require for a website to get ranked in best position?..
Who knows the exact percentages? I can tell you that the MOST important is definitely off page (more specifically, off site) optimization. Links from other sites which are relevant to the topic of your URL using the targeted keyword phrase(s) for your URL as the link text carry more weight in Google's ranking algorithm than anything else. If I had to guess, I'd say on-page/on-site SEO affects your rankings maybe 10%... the remaining 90+% of your rankings are based on off-site SEO (i.e. inbound links from other sites). I always make on-page/on-site SEO my FIRST priority because even though it doesn't carry a LOT of weight, it IS something that I can control. I can't always control off-site SEO, specifically natural links.
Canonical is right. Do what you can control first. The percentages shouldn't matter. When you build a site you should always build it with on page SEO in mind. Then once the site is built you should spend your time trying to market your site and get it noticed so people will give you links. Not to mention do all the normal link building that you can control (forums, blogs, articles, directories, etc.).
This is just an opinion. Frankly, no one really knows about this. My guessing is Offsite:Onsite 80%:20%
Both on-page and off-page optimization are equally important to the success SEO for a website.So concentrate for both on-page and off-page factors.

Onpage optimization and off page optimization can not be define because both are very important factors. if you know off page activities very well then it doesn't mean you ignore on page optimization and vice versa. If you can do onpage optimization on the basis of search engine then you can get good ranking sooner or later but keep your work in a proper way.........your results will become soon according to urls.
you guys are giving lot's of weight on off page but tell me one thing if you guys concentrate 90% on off page then do you think you can given complete information to your visitors? if your site is lacking information then i don't think it will be top on your best keywords according to me 50%-50% is the right thing.. It's my opinion
There is only so much you can do with on-page optimization such as keyword rich domains, title tags, headings etc and quality content and good internal linking however off-page has endless possibilities.
It depends how much competition there is for the keyword phrase(s) you're wanting to rank for. If there's a lot of competition, you'll almost certainly need to do more off-site work. I guess I'm bucking the general thrust of the comments in this thread. But the fact is, a new site seeking a top spot for a leading keyword has no chance if it relies on content alone. Despite this, a new site does require good content. Good luck with your SEO efforts.
