There are alot of websites out there that sell templates to work from, or you can install something like wordpress to start with and download a theme for it to personalize it.
what kind of template, flash templates are edited with AdobeFlash and HTML with Dreamweaver, if you have template for some CMS is will be a little complicated but you have to specify the type of the template
Well you could go tripod.com they have free templates you can work with. but your domain with be your name at tripod or lyrcos.com or something. But its a start. Ive made a couple from there. I made a blog with one of there templates but i found a website with a bunch of free ones i could use. But i just went with what blogspot provided since it was for practice anyways.

open your html files in dreamweaver and set the layout to SPLIT (design and code) and the just try replacing elements in design mode and watch the changing in the source code, it interesting and funny
