It depends on how good the forum is and if it has good information that you have to register to read. The registration has got to be simple or you wont get many signups

Pay per click will drive traffic to any site. But how many will join your forum? That would be impossible to tell.

PPC is a bit like gambling, you really have to investigate to ensure that you get exact keyword matches for queries relating to your niche as these will probably cost less and pay more dividends.., eg if you forum is about say internet marketing then you want to use ppc for keywords 'internet marketing forum' or 'marketing forum', which will probably not be so expensive and at the lower end of the ppc scale, but if you start paying a higher price for more lucrative phrases like 'forum', 'internet marketing' etc then you may find your ad is displayed more because more there are more searches for those keywords, which means more people clicking the ad and more ppc traffic, but the percentage of people who may be interested would be much less as opposed to the ones who found you through the more specific phrases as their query matches exactly what they were looking for, there would be a very high percentage of people from these queries who may join, come back etc.. so the solution would be to research for some less paying ppc keyword phrase which relate exactly to your niche.

I think you'll blow your budget very quickly with people who are searching for something similar but aren't interested in joining a forum.

Well, it's a bit of a generic answer...but PPC will get you visitors to your site, forum or whatever else it is. What they do when they get there however is another matter...and down the quality and content of your site. If the site is geared up for informing visitors what it is you want them exactly to do (in this case I guess become members of your forum) then PPC should be a viable means of traffic generation...if however the site has poor "conversion rate" of people doing what is the intended purpose of site, then PPC - and other traffic generation methods - will then of course not be a cost effective solution.

Adaptation of new techniques is very important to make forum stand on it's own.
