i think you may follow some famouse websites which offering different way of advertising, one of i know which offering users of e-learning about designing, and some other technical things, some of offering specific for emerging technology, hope you got my point, because i really don't want to share here any website name due to forum terms....welcome always
You can submit your blog in free directories and you can also try to link your blog with sites that have good traffic and high PR. make your post more unique and creative as well.

You can make a good SEO, it's the cheapest solution. Or use networking channels like Facebook. Make a Facebook page for your site where people can be Fans of your site.
You can promote e-learning site through social bookmarking , social network site and through viral marketing such as blogging or much better a video marketing on which you can post your e-learning tutorial
You can promote your Elearning site via Yahoo answers posting to relavant questions....Make a habit of posting in yahoo answers daily ..You will see some starting level traffic. You can also post in same type of Answers communites like http://www.wiki.answers.com If you have E-learning videos in your site, Upload them with your site name in Youtube, www.Metacafe.com, etc... Paste your youtube video channel link in your site..then your site users can subscribe... Add www.twithis.com button in your site...Visitors can tweet to their followers.... Start learning a little about SEO. Here's a good place to learn. You could also use adwords it doesn't have to be expensive.
Digg, Stumble, Yahoo answers, Reddit, Topix. all will get fast trafic to your site. Having a good site will keep them coming back.
