I don't think there is anything wrong with it. Creating a component in order to build links and have that component in your website is a pretty common link building strategy.
I just have one question, does it work? I would presume that as soon as you get links from other sites it starts to generate real traffic.
Other option is to have links page or resources page, but as you add more and more links, the page gets cluttered. I'd prefer to have a component that nicely organizes links looking like search directory.
I agree. It's much better to have a links directory instead of a links page. It's much better for everyone. You site looks more organised, your users can actually use those link resources and the sites you link to get some real PR benefit through your link.
Google will decide if it's spammy or not! Google cares about the user's experience of the web. Does your site reflect that?
