    As far as I know Yahoo's ads are only for USA residents/publishers and if I remember correct MS were planing to compete with adsense internationally but I think they are also still only for US residents currently...

    yahoo publisher network allows only US publishers , so if you are US citizen then you can get an account

    I think whether or not you can sign up is more dependent on you/your bank location than your actual "citizenship". i.e.; if you have a U.S. bank and a U.S. mailing address (not a PO box) you are [probably] eligible..

    You are right my friend because i read somewhere that many webmaster those went usa for studies and stayed their for couple of years are holding YPN account . Now they are back to their country but earnings are directly submitted to their account . After that you can withdraw them from anywhere .

    suppose someone from outside of US makes a [get's a] ypn account, and then the Non US guy logs in, then yahoo will know that its operated or atleast opened by a non US. will it not close the account?

    also it pays by paypal? so yahoo can know from the paypal, where the account owner lives?

    Yahoo have ypn programme like google adsense.Google adsense is for all over the world but yahoo ypn programme is only for us citizens:(
