Ever used one? I have one and it seems to be going along well for the members utilizing it. Do you think free advertising on forums is effective?

I think advertising on forum is very effective. Mostly because if the person likes the forum you are posting on they will also like your forum. I know I have my forum of my own and I try to stay active on other forums just so that people will come and join my forum and have some good conversations on it. I just like getting other people's opinion.

An advertising forum sounds good, but I think it is pretty much the same thing as a directory, so why not just make a directory?

Boring and less interactive. One key to getting members / visitors is schmoozing with others and making friends. You cannot do that on a directory.

Do you mean like buying ads on another forum, for your site/forum? or spamming/having a link in your signature?

No there is a place for people to post a topic with a link / description of their forum/site.
People can exchange posts for posts (you register on mine and I will register on yours), get a detailed review from the staff, or advertise in various places on the forum (such as getting their banner in the banner rotation or in the other places we place ads on the forum). Its all free. There is quite a few advertising forums out there. I see them popping up everyday, however mine has been around for almost two years. :)

It depends on what you are referring to. If you mean posting in a "marketplace" forum a relevant product to participants it can be very effective, if you are referring to forum banner ads, I would guess they are less effective.

I agree with MayaLocke , If the product is releated to the topic of the forum! I think the most effective forum promotion is by using your signature line, also it´s important to post good content! The most sales I generate are from different forum signatures I use on different forums!

the target of the business.. It will be effective in some other way and it may also be
    not effective...
