Craigslist fees depend on the location. In San Francisco Job Postings cost $75USD but in Small towns they are free. Once many users start posting more jobs, Craigslist will start charging. If you're in Jakarta $25 may be the fee for posting a job posting. If you want free listing, post in any other categories as jobs and erotic services are the only listings that you have to pay for on Craigslist.
Yes, it all depends on location and what type of ad your trying to publish. Business related postings are starting to see more charges...ie jobs and real estate.

Yep, it's just the cost of posting in the job section. In my opinion CL is worth it because of it has much higher traffic compared to other sites.

Depends on where you list. Services always costs money. You need many email accounts to get started. They are pretty quick to flag free ads though.
