Okay in this situation you open a dispute and file it under payment not received for services. I worked with a designer once and paid him money upfront... he then ignored me and refused to answer my emails. So I had a look at Paypal's dispute center and yes, of course paypal doesn't cover digital goods, but delivering a service isn't digital. You performed work with which you never got paid. In my case I simply filed a dispute against the designer under the fact that he didn't complete his side of the deal. Eventually he contacted me and we sorted things and I got my money back.

    So do it that way.

In this day and age you can't just trust anyone. On this forum it is easier to see what people are like by their iTrader and how they communicate to other people. But I write freelance now and again and can safely say that the person that hired me is from DP and has excellent reputation. He would never on principle pay me upfront for the work since he needs to verify that the articles are legit and copyscape passed. In most cases if people run a proper business they will not pay you upfront. The easiest thing to do is state that they do not own the copyright to the article untill it has been paid for. As long as you have that in writing, then it is fine, because if someone screws you over you can do the same by using that article somewhere else.

My aunt is a freelance graphics design artist and she normally does it the same way I do php scripts and wnidows programs, 50% upfront, followed by a certain amount on deadlines and the full amount will be paid in full by the end. Its not really the same for writing, but something to think about in the future.

Say you agree on $350 for x amount of articles over the course of a month. Pay $175 up front, followed by $75 in 2 weeks (along with half of x) and the rest at the end (along with the rest of the articles).

Well since you have just sent the articles, try selling them to other people before he posts them. Also try adding them to ezine or ac. That way you may not get your money back. But he cannot sell or use those articles anymore.

if he already posted the article, then don't do anything, remember you have your RIGHT and able to take legal action against him.
If he not, wait until he did something ....

Hello everyone, it's Chester Chen here and I have to say that I am surprised to see a thread about me is here on DP.

I am not lying when I said my PayPal account is closed by PayPal. I have explained it to Pratap Pillai aka Kichu and thought that he understood when I told him that all my earning from sites like TextLinkAds, paid reviews, article writing and so on are all stuck in the account. I have in fact paid him the first $100 before PayPal decided to review my account and reversed the payment back to me, I planned to make the remaining payment after I received my commissions & payments within the next few days.

Those money are still in my account until now and I am quite certain it will only be released after the 180 days period is over. You've probably come across sites like PayPalSucks.com and understand that shits like this does happen.

As for the articles that I published on my EzineArticle profile, most of them are written by me and if not, they are all already paid for and I don't see any reason why I would get suspension.

Pratap Pillai, if you remembered, you're the one who actually approached me for article writing project. I already have a team of writers here and I actually don't need your help at that time, but you insisted so that I try your service. I did and besides the fact that I can't even use SOME of your articles, I still pay for them.

This sub-human scum calling himself Chester is indeed a scammer and is still actively scamming people.

I know, he scammed me too.

I have reported him to PayPal, ezinearticles and also godaddy (who he uses for his domains) and will find out who and where he is.

I also have a family member living in France who works at Interpol, in the Cyber Cimes division.

I have emailed this scammer and requested that he responds in 48 hours or i will call up my family member and ask him to help to investigate this scumbag.

Interpol is able to formally request information from companies like PayPal, Google, Microsoft, etc.. and work with the CIA and FBI on cyber crimes.

Mr. Chester... If you are watching this thread you should refund me my money before i take this further. Like i said in my email... I will actually spend more money to get you in a jail cell for fraud and theft.

    A$$hole.

    Hi Guys,

I am really now sick of asking Chester to refund my money. He actually promised me to return the money last Friday and then he said Monday because of some issues in his payment from Affiliate manager.

Now I am sure he is just fooling me and I am in a dire need of money to pay off my debts and he does not even care to understand either my pain or situation.

He is a bloody lier, scammer and cheater...Please guys do something to get my $300 back.....I am almost now next to committing suicide now as I dont have enough to manage my house expenditure...

    Please help me guys ;(
