By utilization I meant making eye-candy landing pages that provide useful and broad information to the users. Also, as gapsapman said, affiliate offers will definitely help you, since you pay only when people purchase your hosting packages!!
It would all depend on what you want the traffic for. If you want it to increase your Alexa then yes. If you want it to increase your Google rank then no, your bounce rate will not help, it will harm
i would probably buy traffic that's related to what your site is about. So if your going to buy traffic, i suggest targeted traffic coming from webmaster sites, blogs, adwords. However the traffic comes to your site.
Yes. Unless you have advertising on your site, you'll want to ensure you're buying targeted traffic. Otherwise, you're burning your money. As the other have said, it really depends on what you're site does (provide info, or make sales) Either one, in my opinion, requires targetted traffic.
