Putting a couple of links in your signature will be a start. Also looking for other websites in your niche to trade. That would be great.
Try to get high PR dofollow backlinks to your site. The higher PR, the better your chances. For beginning, I suggest you to comment on high PR dofollow blogs. For PR3, you need to concentrate on higher than PR3 pages. All the link should be free of rel="nofollow" tag. If you backlink contains this tag, it won't deliver any PR juice to you. Try to get some guest posts on some PR5 blogs. Get yourself 3 guest posts on three different PR 5 blogs, each with a link back to your domain, and you'll be well on your way to PR 3.
You should get backlinks with PR5 directories, social bookmarking, and forum posting. Then you will get the PR3.
Well Getting Pr 3 in FIrst 2 months to anything above pr 2 is very difficult. Gradually You start getting links from Quality Websites your Pagerank will start increasing

@splendidboy You are correct but getting too many backlinks in less time might become a problem for you as Google may penalize your website for buying links. Best tip - Keep writing Good content. You will automatically start getting quality Natural links
Forum posting can help just like what you are doing now.. You ca put your link signature after you have posted the required amount of posts which the DP requires..
I think commenting on high pagerank blogs is your best bet. Look for them to have Top Commentator plugin and you can get a site wide link to your site.
Get good amount of backlinks from some relevant sites with high PR and keep link building on that. You will defintely make your PR high to the site after some hard work and hard days.
as the others have said, the more links the better. I do disagree with Monik about getting too many links too quickly. I think this is more of an urban myth. If you think about it, every new website that gets REALLY good publicity, would be banned if that were the case. Think about something like bing.com recently. No one had heard of it until a few weeks before launch, it must have now 1000s of backlinks pointing towards it and hasnt been dropped. Same with any small company who bring out a new product that everyone suddenly reviews. I think this issue is open to argument personally, but in my case, id go for the more links the better!
I personally suggest (and from experience) that quality really counts. Put in some good and long quality posts for your website. Also make sure that your content is something people actually search. I've noticed that quality content with no traffic doesn't really help you that much.
