I'm no pro by all means but I would say $1 more than you paid for the domain + the cost of the script your running...godaddy reg's $7.95=$8.95 and whatever that script cost you. Why not develop the site or just sell the domain?

Domain=Reg price.

I would say work on it and it can be worth more

By developed, i mean the website is getting traffic and earning money, so when you sell it, it will be worth buying.
