No this CPA Gateway is entirely different. They will redirect your visitor to your site after a successful survey. ( and not after a unsuccessful survey as they are not helping you to earn, but surely they will on their next chance).
Whenever I try to watch some TV episodes online I always find websites that uses CPA Gateway - and I have never done any of those surveys. I find it annoying and I never return to those websites. There's always some other site that provides the same content but without the CPA.

Personally sites that are littered with CPA offers and unnecessary ads always gets a thumbs down from me. I simply go to another site that doesn't have it.
the point is to have a content which can not be found somewhere else and the visitor has to fill a survey.
It depends on the customers mood.They sometimes find it not good.I don't much fill up surveys because i'm afraid that they may possibly ask me for payments.
Of course there are some way to bypass CPA. I know one simple way. But most people are bothered about the content and not the bypass
