The best traffic I can think of right now is organic traffic because it's targeted and converts pretty well. For more organic traffic you should research carefully your keywords and try to rank high for them (SEO).
promoting a blog is quite the same as promoting a site. You can also submit it to web directories/blog directories, forums, social bookmarking, classified ads, blog comments etc...
