Paypal is online payment processor. You need to go to their site and register yourself using your email address, name, address etc. details.

Once you provide your service to others then they'll send you payment from their paypal account to your paypal account which you can use it,send it to others as well as withdraw to your bank account in your local currency.

All above only possible if paypal support your country. Check for that at their site.

    DON.

PayPal has a good reputation for internet security the bank is designed for the internet and has the additional security measures to be linked to from other sites which poses lots of security risks for standard online banking.

Sending Payments and receiving money is really easy via PayPal.
As you don't need to remember any account number. :p
Only email address is enough to send or receive money.

It is also very easy for people to try to receive your products and or services for free by opening a dispute in paypal. paypal is NOT legally a bank, its a sole company that handles money transfers online.

Withdrawing money from PayPal all depends on where you live, meaning the country you live. FOr Some countries, PayPal provides only send-only options and no withdrawal, so be careful before taking any payments on your PayPal and read the instructions well.
