then this is down to the domain reseller,

If its marked down as a registrar change, then the chances are, one of the hosts has set it as dropped. When a domain is considered dropped, but picked back up again, it is effectively a new site!

Google will reset the pagerank and any info it has about it

Post your URLs that ranked in the top 10 previously and the keywords that they ranked for. Also if your changed you hosting, if you could tell us your old host you used and where it was hosted (which country) that would help. If any of your URLs have changed it would be useful to know whether you 301 redirected them to a new or different existing URL. I'll take a peek at it.

If you're using the LINK: operator at Google or Google's Webmaster Tools to get a count of backlinks, neither is EVER accurate. They are both a sampling of your backlinks and can even include backlinks that Google knows about but don't even count as 'real' backlinks (like NOFOLLOW backlinks or backlinks from URLs that are currently under penalty).

It sounds like you may have been penalized.
