Start with registering for a domain name and then you will have to find a server to "host" the site . You can usually pay for this service and it comes at different levels. Start with a site like networksolutions dot com for some more ideas.

If you are not too savvy with html or php, would be best if you start a blog site with your own domain. I would prefer wordpress as it has great widgets

There are several free applications like wordpress, typepad, jamoola etc which fit a wide variety of needs. Another issue with creating a personal website is getting web traffic, it is not easy to get web traffic. I suggest you to do some SEO search as well. Nothing better than this forum.

Absolutely, register with a good hosting company, I recommend using Godaddy.com They have plenty of free tools and good support. A bit of programming knowledge will help too. Learn some SEO techniques from this forum. It should all take you about a month to start with.
Godday is not so good, i recommend you use hostgator as your web host and godaddy for buying domain name...
