Post quality content, keep the site updated, build backlinks and go from there. One of the main things that google looks for is backlinks from related sites, and how often the site is updated.

if your going to invest time and money into getting a rank 1 in google, you should atleast invest in a $7 domain name

the domain won't change anything! Google rates content, not domain names

If you want to rank well with a blog, I'd recommend buying your own domain and hosting and using Wordpress as c0rrup and OnInternetBusinessGuide have recommended above. Blogger accounts are quite difficult to rank well in my experience and with Wordpress there are a ton of plugins - like All-In-One SEO that you can use to make your blog more SEO friendly. A lot of directories seem to reject blogspot domains in my experience which can make link-building a little more difficult.

to be honest 127K is not too competitive, if you managet to build some quality backlinks you are easily able to rank #1.

and if you have a website with a domain name is more easy, because then you can seo SEO and keyworkd on your domain name will also help.

I suggest do article marketing with ezinearticles

not a very competitive term and should be fairly easy to rank high. not sure about #1 but top 5 would be easy. all you need is some good content and good quality backlinks

Which keyword phrase are you saying you have only 127,000 competitors? When I search Google for 'how to tattoo' I'm seeing 19,800,000 results. That is a BIG difference. Even searching for it in double quotes ("how to tattoo") I see 64,300 results... but people rarely search for phrases in double quotes.
