Your best bet are the likes of Adwords, but they can get pretty expensive especially for the keywords if they are competitive
You could use Fiverr? I have seen some good traffic Gigs. Or if you think that they may be fake then you can always use a facebook or twitter Gig where they offer to advertise your site, you will get traffic that way aswell! And only for $5.
I think it's possible (I tend to offer traffic on the cheaper side), but it really depends on how many people are working on getting the traffic, etc.
