At the moment you can't so Google is the best option at the moment. You can try adbrite, CPM (if you have that amount of traffic) as an alternative but remember that they won't pay you as much as Google does.

In what way do they cheat small publishers? I've put Adbrite on a small website that I've recently started. I can't use AdSense because the site has links to other sites with paid surveys, paid to read emails etc. The ads don't pay very much but I get much higher click through rate than with AdSense. I've hardly got any traffic to the site yet so I'm pleased to get any clicks at all.
For a small publisher like us, the best PPC option is Google and Yahoo. Others don't come close. Other than PPC, you have to look at affiliates, text links, banners and so on to fully utilize your site.
Azoogleads seem to get mentioned quite a bit. I signed up for an account there but havent started using it much yet to confirm if the results are good.
I have tried to signup trice at azoogleads but they don't even notify me if my application is denied or approved. I guess they only accept big sites.

You shouldn't consider AdSense as your sole revenue earner, it should just bring in some extra cash for you.
I think the real question here is do they pay as much as google and the answer is NO. Unforrunately if you don't live in the US and can't grab a yahoo publisher account your stuck with google adsense which is the highest paying pay per click out there at the moment. Having said that I seriously recommend you check out Chitika, the ad format is very different however you can secure a good amount per click if you set it up right on the right site. Personally I have had bad / low paying experiences with all the other networks, but then again my site was not very busy so that may be the reason. But at the end of the day it is all relative. To say a cpm or low paying ppc network is good if you have "the right amount of traffic" is not very smart in my opinion because if you have a lot of traffic you should be getting the max return on that traffic and not just accepting whatever a low paying provider will give you.
