Simple. You used IE to develop your site and you didn't use a doctype. Without a doctype, IE will never attempt to act like other more modern browsers like Firefox. In addition, you have 59 html errors and 4 css errors. Never, ever use IE as a reference for how anything works. It's 11 years behind all other browsers in modern standards and practices. Why it works in Chrome, as you say it does, I don't know.
Always validate your css, and also test your website in all commonly used browsers. And never make it for just one browser.
The owner of the site/company did the site. Before I pressed for green light to spruce it up a bit and get it functioning properly I wanted some expert input. How much should I expect to pay someone to simply redo current site that functions correctly (validates)? Thanks for taking the time and the help!

Just to be clear the site in question is not "my" site although I am now responsible for turning it into gold. The site is govamerica dot org. <obviously I prefer the link wasn't active on DP> I'm working on other project right now that will be followed up with big changes to govamerica. For now all I want is the site to validate and function properly on all popular browsers. Any quotes?
