I would suggest increasing your budget to around $20, a few good VPS companies around ! try http://santrex.net cheapest server provider these days. but stilll your budget is too low, you can;t get 512mb ram anywhere. not even 256mb ram in 12$ , so try to increase your budget. you can get it for 15$ easily on santrex for 256mb ram. with burst 700+ ram. so it will help you a lot to run even heavy sites.
never go to santrex, their speeds are ridiculous. they sabotage the speed, so that you will ask to terminate that crap. then they say they dont give refund. do not go to santrex. i even had trouble importing my sql database, some guy said i should upload it to him, i still havent heard from him. dont use santrex. if u have a big site with a huge database, dont even bother, cuz u gonna have lots of problems, ask them for their php info
