Does the link title hold any weight when be crawled? i.e. <a href="http://www.example.com" title="Another Top Keyword">My Top Keyword</a> I'm thinking of applying this to my site but wondering if holds SEO benefit rather than just user.
I don't think it does, however I use it so the user can see what they are about to visit with a bit more of an explanation, the same way i'd use an alt tag for an image.

yeah, anchor text is very important to get into top pages of SERP. Page title, description is also very important too. But, is not depends on the anchor text.
Using a title attribute for a link could offer benefits if and when they are used properly. Benefits would include the ability to help increase relevancy, which can help improve keyword performance and lead to a better search engine position for the website that is targeted with the anchor text link.
Anchor text to your site is very important. Google looks at this a lot, and confirms it with on page text.
