As far as I'm concerned, CPM is a cheap bad way to go around PPCs.

Imagine paying $10 for 1000 impressions which yield 0 clicks to your website. Now what good is that? You lost your money anyways, so ... the only option is to try again.

On the other hand, playing the CPC game correctly is by far a genuine method to drive traffic, because you only pay when a visitor clicks.

Now, I know CPC can be costly, but IS SURE. Why would you rely on a CPM method and "guess" the amount of visitors when you can KNOW how many visitors you'll have?

Another way to go around this is that it seems that ads made for CPM tend to be more hypes than CPC, because the promoter of the ad obviously want the most clicks out of a CPM campaign.

I hope this helps a bit...
    Cheers,

    Oh Johny

You took me wrong. Actually, I also forgot to mention that I am Publisher. I want to use CPM on proxified pages.

    AdToll - Extremely low rates.

MediaShakers - Pretty good cpm ad network, but you must have a good click through rate to get good cpm. Low click through rate means low cpm.

WidgetBucks - Ads load extremely slow, waste of having them on your site.

Cpx Interactive - I recommend that you try them out, they pay pretty good for cpm.

    Now I'm running these:

SnoorkAds - Very good CPM rates: $0.09 - $0.16; they're counting my every impression!
XtendMedia - Very good CPM rates: $0.07 - $0.20; counting about 80% of my impressions
Mediashakers - Not so good CPM rates: $0.04 - $0.07; counting about 80% of my impressions; low conversions rate = low CPM
Smowtion - Good CPM rate: $0.07 - $0.09; fill rate for my website is about 60% - 70%

    I dumped:

GlobalInteractive - ridiculously low CPM rates: $0.03 - $0.04; not counting every impression
Axill - great CPM rate: $0.20; I was told they're spreading malware through their ads so I put them down; although they said they count every impression, they were counting only unique visitors
BidVertiser - not many related ads to my niche; low CPC even on Manual approval
AdBrite - low CPM/CPC even on Manual approval; I was earning $0.04 a day while SnoorkAds gives me $0.50 - $0.60 per day
WidgetBucks - I wasn't able to experience the loading speed since they didn't show ads for my country; low CPM rates $0.03 - $0.05; nice CPC rates: $0.20 - $0.60

I prefer Mediashakers: no minimim payout and they pay always on time.

You can consider also PayPopUp (good but minimum payment is $100)

Yeah, but with MediaShakers if your click rate is bad, your cpm will be like $0.00.

    inb4 underdogmedia referral links spam...

But really, check them out, low fill but good rates. It depends on your country traffic, I am getting .40-.50c with 25-35% fill.

They are pretty good, but fill rate is not so exciting with them, but not that bad either. I recommend giving them a try too and see how it works for you.
