I have never brough/sold/traded sig links but I cleared a sig link off my DP profile and watched around 80 iBLs knock off the target site's google listing.
i would say always look for users with more posts so that your link shows up in more places. users with rep is always a plus since other users might think that they are nice and visit their sites.
The amount of posts impacts severely on the price you should pay. Having lots of posts means that the thread that is indexed by search engines will be more likely to have your site in it and thus you should get a better PR, etc. I would personally only ever buy from a person, for a year minimum (this can be done in monthly installments of course) and if they have, say, over a 2,500 posts on a forum.
Depends on the amount of posts they have, between $5/month and $20/month. I would do it 3 or 6 months at a time, upfront. Unless they were buying links for 2-3 or more forums that I post on.
