if everyones weight increases you will still get same number of impressions. all this means is that people with less impressions will get less weight so there ads will get less impressions than before while people who sites are giving more impressions get more back.
You are talking about the wrong type of impression. Impressions that count towards your weight are page views by end users, not your ad impressions.
