Yeah but many shared companies will shut me down if I exceed 200GB of bandwidth, and a lot of the offshore shared companies have a lot of downtime.
I do not think shared hosting companies will shut you down when you exceed. We have many people using terabytes. Is there anything special about offshore hosting that will get more downtime?
I've tried many different offshore hosts and like once every three days there is anywhere from 10 minutes to 3 hours + of downtime. I can't have that.

My current host offers the same uptime although they are obviously not true to their word. I have seen them down 4 times already since I purchased it about a week ago. Can you gaurentee this won't happen with you guys? If so then I will probably switch hosts and get a VPS in a couple months when needed. I think my buddy and I are starting 10+ websites in the next month which is why we needed it. To be honest I was questioning him ot getting a VPS too, but he knows more about what is needed . tristangemus have look at hivelocity,they have cheap dedicated server,also if have budget of 50-70$ then go with hivelocity they are good company
