    is there any free cms for a review site?

    Of course,the cms must be seo friendly.Support for 10k+ articles.
    And i hope i can easily add some rating options.

    Joomla i recommend, you may add any no. of articles and there are many extensions and plugins to power your site .. there are around 19 Ratings & Reviews extensions available at extensions.joomla.com
