duplicating words in meta tags?

    A huge competitor site to mine has the following for their key words in their meta tags:

    dogs cats horses dogs cats horses puppies puppies breed breeds

    This site has an alexa rating of 20000, is this considered key word spamming? Thanks

    The meta keywords tag has little effect so the fact they are repeating the keywords means nothing.
