I wouldn't consider social bookmarking an 'SEO' method. It's more of a marketing method.

social bookmarking will not have a visible impact on PR increase as all the bookmarks you will submit will be on inner pages without any PR of their own. but if you constantly keep submitting, you might have an established profile and have some PR on your profile in the long run but thats a really long shot. use it for backlinks and traffic. for more info, visit my blogpost on Social Bookmarking

Yep, social bookmarking is more on the marketing side rather than being a simple SEO method but on the other hand, I believe it started on SEO since it improves and finds more ways to optimize a website.

Nope, it really doesn't help in improving the PR of a site but rather it help you more on increasing the traffic going into your site...

Social bookmarking has limited appeal for the the SEO consultants.They don’t count on it to increase site rankings directly, but indirectly it can increase awareness which may eventually provide additional natural linking.
Couple of SEO factors that can be added here:

some social bookmarking sites such as delicious nofollow your bookmarks other’s don’t - its always useful to work out which ones.

Another useful tip would be to import bookmarks from one main site into the others. This is often a lot less trouble even than trying to use a widget to submit to a lot of social bookmarking sites at once.
