Tell me if I'm right or wrong guys...I believe that Sig links become less valuable when there are more links on a page? Am I correct?

According to most sources you are seemingly correct... the more links on a page the less valuable they become. However, you can make the most of it by following a few important steps as seen in the following threads:

Forum Link Building tips (it's not just your signiture!)
Buying sig links? Read this first!

For instance, having the FIRST link on the page can help. On Digital Point this means to be the thread starter or be the 20th person to reply to the thread (effectively putting your link in the first post of page 2).

Forum links indeed are low quality links and pass very less link juice. What you should be after is 'branding' and 'HIGHLY' targeted visitors.

Erm, what are forum signatures? Or at least, what should forum signatures be rather...

By placing a relevant link in your signature you can get the word out about nearly anything assuming again it's relevant to the forum you are posting on...and if it is, anyone reading your post IS highly targeted.

A forum link could be low quality if it is irrelevant to the forum's topics. It would be seen a irrelevant link and would useless in my view.

But a forum link can be a valuable link if advertised on a forum related to your topic.

    I believe the quality varies.
