is it ok to have a page with only adsense ads on it? I don't have one, but I would think the ctr would be higher. (I am not sure)

Even though everybody has already said the same thing... I'll just add that you need to have content in order to use Adsense, however, you are probably fine until the time when someone reports you.

If nobody bothers to report you - then you should be fine.

    Bottom line - don't risk it :)

The reason i was thinking the ctr would be high is because the user would have nothing else to do on the page but click the ad. but again, I didn't do that, I was just wondering.

The best place to find the answers to your Adsense questions is in the official Adsense program policies:

Even if you do so, what kind of ads do you expect to see on that page as Adsense ads are content related - probably public service ads for charities that don't pay you a dime. Apart from that, I don't think it will last until someone reports you, the system will probably trigger an alarm which causes human revision, if a site "produces" constant public service ads.

If you want to place it on a non-content website, then you will have to use adsense for domain. It's just ironic - same technology but just different names: "adsense for content" on a page with content and "adsense for domain or adsense for no-content" on a page with no content.

it is not recommended to have adsense ads on a no-content page.
though, this happen to many sites, especially on search page.
Some times, there are no results found, but the ads is there. and google won't punish you in this situation.

google ads are basically contextual, if u enforce or give no content, the display ads engine will have to generate some notifications to adsense team, I am sure.. they have about 2 million variables to determine on page values, this is not going to be hard one, once when the ads display engine cannot find any possible contextual text to display with.

it will get worse if u use invisible fonts, texts and links to hide the keyword stuff contents, your adsense account may be banned forever and more :)

    just my 2 cents.
