Does Yahoo publisher network allow non united states countries?

I have just read through the Yahoo publisher network frequently asked quesitons and found this quote by Nintendo:
Now I know about a year or so ago I did try to sign up with YPN but they were only allowing US and no other countries. Are they allowing any other countries besides the united states now?

I live in Australia and I don't see what the problem is, I don't have any US property so I don't need a us tax number.
Can someone elaborate - HOW DO I GET IN? Also does this us only restriction apply to both advertsing and publishing? I would like to get on the advertising band wagon if I can after google adwords have gone through the roof.

    Appreciate the help :)

YPN is yahoo's version of adsense and you must reside in the US. Yahoo! Search Marketing is their version of adwords and you can participate - although I think you'll find they are generally more expensive than adwords.

    I love yahoo!!!!!!!

YPN Pays better than Google Adsense

    on the flip side

Yahoo SEM costs about 50% less than Adwords.

    From my experience

Google has a $0.50 CPC average

Yahoo has a $0.25 CPC average

    Peace

YPN DOES allow non-US residents under certain circumstances.

    It depends on your situation.

YPN takes publishers from Outside US.

And YPN payout is high....but its not as good as adsense.

    They often show irrelevant ads!

    The Canadian case:

Most Canadians live within 200 miles of the US border and non-US residents can register businesses in the US. All what they have to do is get a US address like a postal box, mail forwarding service, etc and register a business in the nearest state. There maybe other hurdles like but YPN is worth the trouble.
I think they don't check the residence when you are applying so u can apply and do the business thing after u get accepted.

U still need a US address if u are an american living in Canada.

Other countries, I think the best shot is if u have family members or trusted friends in the US.

    Just my thought -

I believe since Panama is dealyed till Q1 2007 that any expansion of YPN will need to wait till after Panama.
