U.S prisons are civilian prisons, whose purpose is to imprison civilians that have broken the laws of the United States, while in the United States.. It's somewhat illegal to incarcerate someone who hasn't broken US law while on US soil, in an American prison. I understand what President Obama wants to do - closing the prison at Gitmo will help the USA's image around the world. But he may not have the legal authority to do so.
