The only way to add a page to blog spot is to make a new post. This creates a new page who's URL is accessible by clicking on the title of the main page. Alternatively, you could add a link to a page that you redirect to another site and design that page to look like you blog (not ideal but it depends on how desperate you are). Other than the before mentioned items, there's no way to add a single page.

I would put any navigational links in a text widget. Because they are text widgets, they will appear on every single page and you can add as many links as you require in any such order and name.
There is no way to add page to blogger. The blogger is web 2.0 website. When you post it automatically generate page for that post.
