If google has no ads to show and they show public service ads on my forum, do I still get paid if they are clicked?

I'm afraid not. They add them if the bot can't find relevant ads, but most commonly due to unsuitable content.:)

No you won't get paid for public ads, that's why you can hide them.

depending on how long they have been displaying for, you may need to contact google and find out what is going on.

Try to apply more keywords and add more content to your site. By doing this, you may reduce the appearance of public service ads on you site.

PSA's are the KISS OF DEATH!!! It means the Google bot has no idea what your blog is about and/or you picked a dead niche. In either case, you are in trouble. If you have a blog, switch it to one post per page. You can also create a static page as the homepage of your blog. If that does not work, use <h3> tags a few times around your keywords or simply bold them. If that does not work, install (you should do this anyway) all-in-one seo for wp and configure your meta tags and title and blog description. If that does not work, find another niche.
