Here is a scumbag that bought explosives (albeit fake explosives from a sting operation) to use to blow up jewish centers in New York. Civilian target. No military inside. The guy wears no uniform. He has no stated goal of what foreign policy he'd like to change. He's quite a bit like the Taliban from this article that came into a village, murdered three people and then surrounded themselves by civilians as they waited for the police to return with coalition forces.
