Listen, you can do it with all those various ways. If you've noticed, most of them are free... The video camera is a good idea. So now your down to 750 (if that). Write the articles yourself, unless you want to outsource them, which means less money you have in your pocket. Link build yourself, the guy with the commenter had the right idea, but they have to relevant and not nonsense...Something useful... I wouldn't buy directory listings unless they are 2-3 bucks a piece.
I do press releases but it doesn't convert for me for the type of sites that I promote. I do them for the back links and use the same guys that I use for the good backlink packs. theleadsource.net are the guys and they do get me on the front page of google news and I get some immediate traffic. I don't know if it will convert in terms of immediate revenue for your site but what is has done is put me on the first page of google for some very competitive terms with high monthly searches.
Surprised nobody has mentioned Squidoo lens yet...these can be enormously effective IF the lens is well-written and useful to the reader (not just another junk lens thrown up) - it can be synergistic with a blog since Squidoo allows you to include rss feeds from your blog - so when your blog updates, it automatically updates the Squidoo lens - which is necessary to stay ranked nowadays- and when Squidoo is updated - it helps your blog - so it's a lovely little circle of giving . That $1000 will be wasted if you buy stupid things such as directory submissions and social bookmarks. Blogs are supposed to grow organically and those things will not help. Do some research and build it up yourself, save the money because you will get the same results either way.
SEO tools are free, its called Google Webmaster Tools. Call your local colleges to see if they have a newspaper. They might want to do an interview for their technology department. Also talk to the instructors of the web development departments. They might want some guest speakers that have real life experience. If you are an expert, or have knowledge in a certain field, see if another blog owner might want to interview you. Sponsor a local event - check the the chamber of commerce in your community to see what kinds of events are coming up. This could be anything from a beauty pageant, to a parade. Some communities have a small local news paper, maybe buy an ad in one of those. Buy some magnetic signs for the side of your car or truck. I have a couple of these, they are 24 inches long and 18 inches tall. They were well worth the investment.
