SEO is better. You don't need to spend a single dime for it, plus the results are long-term. PPC is costly and risky!
SEO is a very important aspect in reaching the top of search engines. Now if you have the money for ppc this will place you in the top as well. I recommend if you have the money for ppc and the time for seo do both for maximum visibility.

According several weeks test, i find the point that bids affect the traffic very much, if you have more bids and good quality score and good postion, you get more click and more traffic, so more money to spend on it!
seo has been proven to me where i can bring in over 4000 unique daily visitors on older sites. you just need to know unique ways of doing it. i never have done a ppc campaign since i look at it like vegas. i am also poor dude like most people.
Pay per click - PPC - is good for quick traffic. If you are just starting a site, ppc is on of the better ways to get quick traffic. Search Engine Optimization - SEO - is good for a long run. Meaning, that its going to be SEO that continues to drive traffic to your site years after you stop spending money on advertising ppc programs. Both seo and ppc have their place in the internet world. It just depends on what kind of traffic you want right then. If you want traffic in the next few days, buy some PPC banners. But overall, SEO is going to be the winner. Mainly because its free.
I say SEO, because there is no limit on the amount of traffic you can get. With PPC, you can only get as much as traffic and your budget allows, then that's it. I think PPC is good for testing out keywords, but as a long term plan without a big budget, I think not.
Both SEO and PPC have great potential on each other. However, I'm really bad in PPC and lost a lot of money down the drain with it. That's why I prefer SEO at main method to get traffics. SEO does take times but it's really worth if you can get your site ranked high in targeted keyword.
SEO is kinda like the girl you bring home to mom, it takes awhile to get her but shes respectable and reliable and really wont cost much to maintain (hopefully) after shes in. PPC is like the girl you just rolled out of that Vegas club and had a lot of fun with, won some cash and partied hard, but in the end you're still in Vegas and when the cash is gone, so is she.
if I were you I will combine both of them You can use PPC and also try to optimize your website like promote in some forum, pres release, article and social networking
