I still use Joomla all things considered, it definitely has some issues. I had a serious security issue with it, not completely unrelated to iFrame issue here, upgraded and all that jazz but got hacked 2-3 times, found out they went through the Poll section, apparently when I upgraded it changed permissions? I've come across that before though, CMSs have so many addon modules you do have to be careful. Drupal is definitely solid as well, never been a fan of PHP-Nuke, so all things considered, its personal preference, I'd just play with a few of them to see :) Also depends on the site you want to make.

This is not about your webhost. I am quite certain of this. You need to learn, or ask someone how to lock down your server.

As other people are saying here everybody who runs a Joomla site needs to be aware of the procedures for securing their CMS, configuring their server etc. It's highly advisable that admins read the Administrators Security Checklist that's listed in Joomla docs (wiki) and Joomla help ; read it, learn something, do something about it :)

I think there is no end to the battle.
I do think that most of this is because during installation of the package and some of it's modules you have to enable write access on some folders. I believe people may get a bit lazy and not secure all of their directories and files after such changes.
I would wager you would find directories and files set with permissions 777 and such on the attacked Joomla sites.
