I think you can not, I dont see edit button to change payee's name. Maybe you have to contact support's GA

Yes, you can. I just change the payee name about 8 months ago because previously i was working oversea and then i move back to my country. I just email to them to change the address but they request for the bank statement. Unfortunately, the house i stay now is under my parent name, so i email to them and tell about this, they just ask me to go to my adsense account > my account tab and change it.
