If you are talking about Offpage optimization there is no such priority which process you should perform first and what after that. All methods you stated i.e directory submission,social bookmarking,article posting,forum posting are important off page optimization techniques and you should do them all side by side to get links from diverse media. I would also add link exchange, PR submission and blogging with it. But before all that you must complete major on page optimization work to get good results. If your site is still in construction mode there is no benefit of off-page tactics. Best of Luck for your new domain

hi chirag , you can first start with doing directory submission,social bookmarking that to on top 50 directories with PR above 3 and remember they should be related to your site and moreover its a 1-2 day work . After that you can do article posting and forum posting to sites with PR above 3 simaltaneously and on regular basis. but as you said its a new domain you should go in for SEO as well
